The low level of community economic welfare is a problem that is difficult to find a solution for. The structure of global trade has had consequences for the exclusion of certain groups from economic activity. It is this group of unemployed who then becomes increasingly vulnerable to poverty. Poverty is also the root cause of other problems, such as hunger and education. Recognizing the complexity of the problem of poverty, countries in the world are committed to providing equal access to basic needs that are the right of every citizen. This is the first step towards solving the problem of poverty by taking into account the sustainability aspect. Through the collective commitment of all countries in the world, it is hoped that the issue of poverty can be faced in various ways by taking into account the internal conditions of each.

In 2021, Universitas Indonesia (UI) has guaranteed the open and equitable access to education for prospective students, particularly in the condition of adjustment to the COVID-19 pandemic. UI is committed to be an anti-discrimination and transparent educational institution that is more sensitive to prospective students coming from family with the lowest 20% income by providing various scholarship programs and tuition fee payment schemes.

UI collaborates with the government to provide educational assistance through Smart Indonesia Card (KIP) and Bidikmisi (Educational Tuition for High-Achieving Low-Income Students) programs specifically intended for students from low-income families as well as provide more attention to students from the Frontier, Outermost, and Disadvantaged (3T) Regions through the Higher Education Affirmation Scholarship (ADik). Furthermore, the faculties at UI always hold an open house every year, an event organized by the Student Executive Board (BEM) of each faculty, to help introduce tuition fees and various available fee waivers. UI is also open to scholarship collaborations with external parties, including private institutions and Alumni Association of Universitas Indonesia (ILUNI UI).

As a form of the commitment of UI in this regard, a number of UI students received scholarships in 2021 from various institutions, both government and private: 131 students of Faculty of Law (FH), 175 students of Faculty of Medicine (FK) (in December), and more than 200 students of Faculty of Public Health (FKM).

Universitas Indonesia (UI) is committed to increase the access or opportunity of the general public to study indiscriminately. To guarantee the increase in the accomplishment of students, confirm the punctuality of study span, and generate independent and productive graduates with social awareness to take part in breaking the poverty chain, UI offers various scholarships and grant programs for high-achieving students.

The examples of these grant programs are, among others, Bidikmisi (which is a program of the government) and other scholarship sources (non-governmental) such as Affirmative Scholarship, Duty Allegiance Scholarship, Academic Accomplishment Educational Scholarship, Educational Assistance Scholarship, and Merit Scholarship. These grants and scholarships are given in various forms, including free admission fee, free tuition fee, living cost grant, suspension of tuition fee, final project grant, and other educational support costs. Moreover, UI also applies the Academic Operational Cost Equity (BOPB) scheme. This scheme renders the tuition fee for studying in UI to be started from zero.

BOPB is the application of Single Tuition Fee, a scheme that facilitates students to pay their tuition fee in accordance to the financial condition of their parents, guardians, or other bearers of educational costs. The freshmen of Regular Undergraduate Program who pass Entrance Selection of Universitas Indonesia (SIMAK), National Selection of State Universities (SNMPTN), and Joint Entrance Selection of State Universities (SBMPTN) can appeal for BOPB. Around 30% of freshmen register for the BOPB scheme every year. Every student of UI has equal academic duty and rights, including for proper education facilities. UI does not separate education facilities in line with the tuition fee mechanism.

Low-income student support

Universitas Indonesia is committed to prevent financial problems from becoming an obstacle for its students in undergoing their education. UI provides a BOPB payment scheme that can be adjusted to the financial level of students through the inclusion of supporting files. Various faculties at UI also offer different scholarship programs in collaboration with numerous institutions. The Bidikmisi scholarship program organized by the government has also been widely utilized by UI students with economic limitations. UI also provides dormitories, transportation in the campus area called the Yellow Bus, and health facilities at the Makara Clinic.

Overall, UI students from various levels who received scholarships in 2021 reach 19,306 people. Faculty of Engineering (FT) collaborates with ILUNI FT UI and Mata Air Biru Foundation to provide MAB scholarships, Faculty of Dentistry (FKG) with Productive Waqf Foundation, Faculty of Psychology with ILUNI FPsi UI, Faculty of Administrative Science (FIA) through the FIA Peduli Scholarship program, and Vocational Program with the Government of Serang District. It indicates the active effort of UI to open opportunities to collaborate with the private sector, alumni, and local governments to provide open and freely accessible education without discrimination.

As specified in Rector’s Decree in 2021, Universitas Indonesia is committed to improving the education of young people from the Frontier, Outermost, and Disadvantaged (3T) Regions and indigenous Papuans through the implementation of the Higher Education Affirmation Scholarship (ADik) which is a form of collaboration with the Ministry of Education, Culture, Research, and Technology and the realization of the ideals of the Indonesian government to expand education to remote areas.

Implementing the Bidikmisi scholarship program, UI targets students coming from the lowest 20% income group. In addition to financial assistance, UI provides training programs and seminars to be guidelines in post-campus life. In 2021, 28 students from School of Environmental Studies (SIL) and 92 students from School of Strategic and Global Studies (SKSG) received tuition fee waivers for being affected by the COVID-19 pandemic or coming from low economic backgrounds.

The Faculty of Engineering (FTUI) has developed a Plenary Scholarship for the Nation (BPuB) program to expand access to academically potential students from economically disadvantaged families. Through this scholarship program, it is hoped that it will produce quality health workers, namely doctors who are capable, have high social awareness, uphold the name of the alma mater, who will devote themselves to equal distribution of health services throughout Indonesia. All of these scholarship awardees will receive full financial assistance until graduation as long as they can fulfill their obligations as scholarship recipients as previously determined.

Low or lower-middle income countries student support

Numerous students from many low or lower middle income countries choose to study at Universitas Indonesia. Furthermore, UI also openly accepts them through various scholarship programs. It is an effort of UI to create an educated world community and produce quality human resources who are ready to face the challenges brought by the era of globalization.

In 2021, School of Environmental Studies (SIL) through the Developing Countries Partnership (KNB) scholarship program accepted a master’s student from Tajikistan, School of Strategic and Global Studies (SKSG) accepted a master’s student of Terrorism Studies from Pakistan, Faculty of Humanities (FIB) accepted 23 international students from developing countries, while Faculty of Public Health (FKM) accepted 3 students.

Local start-up assistance

Universitas Indonesia conducts various mentoring programs to local start-ups to assist them in developing their business to be more sustainable. The transfer of knowledge gained in formal education becomes a form of community service to create a stronger local economy. UI has also actively produced students with an entrepreneurial spirit, such as two students from Vocational Schools who have a start-up called Etstellas.id who received funding from the Vocational Student Entrepreneurship Program (PWMV) in 2021 organized by the Directorate of Vocational and Professional Higher Education, Directorate General Vocational Education, Ministry of Education, Culture, Research and Technology of the Republic of Indonesia. Faculty of Humanities (FIB) provided assistance in Olehsari Village, Banyuwangi regarding more attractive product packaging using the mainstay product of the village, namely unting nuts. School of Strategic and Global Studies (SKSG) also conducted virtual training for the community in West Nusa Tenggara to seize the coming opportunities from holding the MotoGP event of 2021 in Lombok. The event was aimed at people starting a business or running their business to become skilled and capable entrepreneurs.

The field of entrepreneurship at the Universitas Indonesia is facilitated in a business incubation program under the coordination of the vice chancellor for research and innovation. Directorate of Innovation and Science Techno Park (DISTP UI) provides a business incubation program along with the “UI INCUBATE” funding according to the maturity level of the applicant Startup: from the Problem-Solution Fit, Product-Market Fit scheme, to the Scale-Up scheme with funding of up to 200 million rupiah. Apart from internal funding sources, UI startups are also encouraged to obtain external funding such as LPDP, BRIN, Ministry of Cooperatives, LPDB, and so on. In the last five years (2017-2021). Universitas Indonesia has incubated no less than 98 startups with a rigorous initial selection (involving professional external reviewers) to be able to achieve the target of a high success rate in the future.

Since 2019, UI has provided financial assistance to 26 local start-ups of 300 million per company and is collaborating with the Ministry to support 7 technology-based start-ups through financial programs. This financial support continues to this day.

Programmes for services access

Universitas Indonesia aspires to improve access to basic services through various training programs. In 2021, Faculty of Public Health (FKM) held five events concerning basic services, namely regarding the initial conditions of the life of a baby in the first 1000 days, stunting, nutritious food, and efforts to increase vegetable consumption through home gardening. It proves the commitment of UI to ensure public access to basic services as the foundation of a prosperous social life to guarantee that they can develop their potential to the fullest. In addition, the Faculty of Medicine held a webinar on the importance of hydration during a pandemic in collaboration with Danone-Aqua entitled “Hydration During the New Era of Pandemic.”

Policy addressing poverty

Universitas Indonesia actively participates in policy making regarding poverty reduction at the national level, particularly during the pandemic. Through a policy brief entitled “Economic Policy in the Midst of the COVID-19 Pandemic: Saving Lives, Minimizing Recession” compiled by the Expert Team, UI details a medium-term policy deemed appropriate in coping with recessions that arise due to the pandemic.

Through The 2nd International Nursing and Health Sciences Symposium (INHSS), the UI team was also involved in forming an agreement from the symposium entitled “Embracing Health Innovation Through Community Empowerment to Improve Patient Quality of Life” with the research called “Analysis associated of sensitive nutrition interventions with stunting prevalence in children 0-23 months in the ten highest stunting provinces in Indonesia.” SKSG UI also has a scientific publication on poverty entitled “Economic Resilience Strategy for Poor Families Recipients of Social Aid Funds in Tanah Tinggi Village, Central Jakarta.”
